Dear colleagues and friends,
In order to establish ties with Vietnamese institutions, I went to Vietnam for a 3-month stay from mid-November 2008 to mid February 2009. I was able to introduce the newly formed Canada-Vietnam Education Network / Réseau d’éducation Canada-Vietnam to a number of universities and community colleges and the Ministry of Education and Training of Vietnam. The contacted institutions included the Vietnam National University – Ho Chi Minh City, the Hanoi Education University, the Hanoi University of Technology, the Hanoi University (formerly the Foreign Languages University), the Transport and Communications University, Thang Long University, the Vietnam National University of Hanoi - College of technology, the University of Commerce, the HoChiMinh City University of Technology, the HCMC University of Natural Sciences, Van Lang University, Duy Tan University, Travinh University, the Institute of Physics – HCMC, the Economics University – HCMC, and the Hau Giang Community College. Moreover, I was fortunate to meet with leaders of projected important universities and colleges.
My overall impression was that Vietnam is working very hard to advance the higher education system. There is a sense of urgency in the whole country to respond adequately to the numerous and diverse training needs, and elevate standards in training, research, development and innovation. Many obstacles remain however, from the lack in infrastructures to the large deficit in highly qualified personnel. It is thus the wish of many institutions to attract new talents and develop new and modern training and research programs. In particular, collaboration with international faculty and experts is much in demand, and our organization, the Canada-Vietnam Education Network/ Réseau d’éducation Canada-Vietnam, is seen as a much appreciated and timely contribution.
In the coming months we will work toward the definition and establishing of requested positions for Vietnamese institutions. These positions will be posted on our website (www.cven-recv.org) and disseminated to our membership and friends. We will provide assistance in the search for the appropriate experts and in a limited number of cases, we can provide some financial assistance to well-defined projects. The first seven (7) positions with TraVinh University, an institution in the Southern part of Vietnam, can be found at:

The other planned activity is the organization of a colloquium on Canada-Vietnam cooperation to be held in Ho Chi Minh City in early December 2009 (tentative date). This colloquium will be a forum for discussion and exchanges on past experience and new ideas for collaborative projects. The main theme will be higher education and research & development. We are now receiving proposals for talks, speakers as well as invited organizations and attendees. Please forward your ideas and suggestions to:

Meeting for discussing the possible creation of the Canada-Vietnam Education Network/Réseau d’éducation Canada-Vietnam (CVEN-RECV) with about 50 participants in Montreal, Québec.

Posting of 7 positions for Travinh University on the Canada-Vietnam Education Network/Réseau d’éducation Canada-Vietnam website (www.cven-recv.org) in the following areas: on-line and distance education (work duration: 3 to 6 weeks), teaching methodology or education technology (3 months), economics (3 to 6 months), curriculum development (3 months), mechanical technology or engineering (1 to 3 months), electronics and telecommunications (4 to 12 weeks), animal husbandry and veterinary (3 to 5 months) : March 2009
11. Grant from the Quebec-Vietnam Cooperation Commission received : March 2009. The grant is for providing partial assistance to activities carried out by CVEN-RECV, in particular in the creation of collaborative positions with Vietnamese universities and colleges and in the organizing of a colloquium on Canada-Vietnam cooperation in higher education and research. Our Vietnamese partners in this grant are: Travinh University, Hanoi Education University, Hanoi University of Technology, Community College of Hau Giang, Community College of Binh Thuan and Community College of Ha Tay. Our Canadian industrial partner is American Dyes Source.

Chers collègues et amis,
Afin d’établir des liens avec les institutions vietnamiennes, je suis allé au Vietnam pour une visite de 3 mois (mi-novembre 2008 – mi-février 2009). J’ai pu présenter le Réseau d’éducation Canada-Vietnam nouvellement formé à un certain nombre d’universités et de collèges et au Ministère d’éducation et de la formation du Vietnam. Les institutions contactées comprennent l’Université nationale du Vietnam – HoChiMinh Ville, l’Université d’éducation de Hanoi, l’École polytechnique de Hanoi, l’Université de Hanoi (connue auparavant comme l’Université des langues étrangères), l’Université du transport et des communications, l’Université Thang Long, l’Université nationale du Vietnam à Hanoi – le Collège de technologie, l’Université du Commerce, l’École polytechnique de Ho Chi Minh Ville, l’Université des sciences naturelles – HCMV, l’Université Van Lang, l’Université Duy Tan, l’Université de Travinh, l’Institut de physique de HCMV, l’Université des sciences économiques de HCMV, et le Collège communautaire de Hau Giang. De plus, j’ai eu le privilège de rencontrer les dirigeants de quelques universités et collèges importants en voie de formation.
À travers cette visite, je peux apprécier les efforts intenses du Vietnam visant à améliorer le système d’éducation postsecondaire. On peut sentir l’urgence dans tout le pays de répondre aux nombreux besoins de formation dans une grande variété de disciplines, et de rehausser les normes et standards en formation, recherche, développement et innovation. De nombreux obstacles restent présents cependant, allant du manque d’infrastructures au large déficit en personnel hautement qualifié. Plusieurs institutions cherchent par conséquent à attirer de nouveaux talents et à développer de nouveaux et modernes programmes de formation et de recherche. En particulier, la collaboration avec des professeurs et experts internationaux est en grande demande, et notre organisation, le Réseau d’éducation Canada-Vietnam/ Canada-Vietnam Education Network, est considérée comme une contribution opportune et bien appréciée.
Dans les mois à venir, nous travaillerons à définir et à établir les postes de travail requis par les institutions vietnamiennes. Ces postes vont être affichés sur notre site web (www.cven-recv.org) et l’information diffusée à nos membres et amis. Nous aiderons dans la recherche d’experts appropriés et dans un nombre limité de cas, nous pourrons fournir une assistance financière partielle à des projets bien définis. Les sept (7) nouveaux postes avec l’Université de Travinh, une université au Sud du Vietnam, peuvent être consultés à :

L’autre activité en cours est l’organisation d’un colloque sur la coopération vietnamo-canadienne à tenir à Ho Chi Minh Ville au début de décembre 2009 (date provisoire). Ce colloque sera un forum de discussion et d’échanges sur les expériences passées et les nouvelles idées de projets de collaboration. Le thème principal est la formation postsecondaire, et la recherche et le développement. Nous acceptons maintenant des propositions de causeries, de conférenciers ainsi que celles d’organisations invitées et de participants. Veuillez envoyer vos idées et suggestions à :

La subvention aidera en partie le CVEN-RECV à mener ses activités, en particulier dans la création des postes de collaboration avec les universités et collèges du Vietnam, et dans l’organisation d’un colloque sur la coopération Canada-Vietnam en formation postsecondaire et en recherche. Nos partenaires dans cette subvention sont l’Université de Travinh, l’Université d’éducation de Hanoi, l’École polytechnique de Hanoi, le Collège communautaire de Hau Giang, le Collège communautaire de Binh Thuan et le Collège communautaire de Ha Tay. Dear friends and colleagues,
For those who receive for the first time a message from our organization, we would like to introduce ourselves as a newly formed Network devoted to collaborative activities in higher education between Canada and Vietnam. We are including you in this email because of your potential interest in such activities. If however you are not interested in receiving further notices from us, please let us know and your name will be removed from our mailing list.
With this email, we wish to report on our recent activities and inform you on some of our plan ahead.A meeting was held on in Montreal on May 17, 2008 to propose the creation of the Canada-Vietnam Education Network (CVEN/RECV). About 50 participants were present at the meeting, coming from Quebec, Ontario and New-Brunswick. More expressions of interest have also come from academics and professionals across Canada, from British Columbia to Newfoundland. A Steering Committee was formed with the mandate of finalizing the CVEN/RECV by-laws and proceeding to its registration as a Canadian not-for-profit organization. Regional representatives were also named.
Since that meeting, CVEN-RECV had to consolidate its organization and establish contact with potential partners.
Contacts have indeed been established with a number of Vietnamese institutions and the following have entered a partnership with CVEN-RECV:

On the Canadian side, a partnership has been concluded with American Dyes Source, a company based in Baie d’Urfée, Québec. The company has generously sponsored some of our current work, including the assistance by a lawyer (Mr. Harvey Matte) to finalize our by-laws and incorporation process as a not-for-profit organization.
A grant application has been sent to the Quebec-Vietnam Cooperation Commission requesting assistance to start a number of activities. Results of this grant competiton will be announced in January 2009.
The partners will work with CVEN-REC to define positions/collaboration projects to be filled in the next two years, and a colloquium on collaboration between Canada and Vietnam will be organized in Vietnam in 2009 (most probably in November or December 2009: interested parties are welcome to contact us).
In the coming months, beginning this November 2008, I’ll be in Vietnam for discussion with our partners on specific positions and projects to be announced on our website and in particular, to our Network membership and collaborators. Please note that the address for our website is:

For those potentially interested, please note that the following conferences and symposiums have the participation of CVEN-RECV members in the organizing committees. You are warmly invited to attend these events that all have a strong component in higher education and training.

A ceux qui reçoivent cette missive pour la première fois, nous aimerions tout d’abord nous présenter : nous sommes une organisation nouvellement créée dont la mission est de promouvoir les activités de collaboration entre le Canada et le Vietnam dans le domaine de l’éducation postsecondaire. Avec ce courriel, nous aimerions vous présenter un rapport sur nos activités passées et vous faire part de quelques activités projetées.
Une réunion a été tenue à Montréal le 17 mai, 2008 afin de proposer la création du Réseau d’éducation Canada-Vietnam (CVEN/RECV). Environ 50 participants étaient présents, provenant du Québec, de l’Ontario et du Nouveau-Brunswick. Plusieurs autres expressions d’intérêt nous ont été parvenues de la part des éducateurs et professionnels à travers le Canada, de la Colombie Britannique jusqu’à Terre-Neuve. Un Comité de direction a été formé avec le mandat de finaliser la Charte du CVEN/RECV et de procéder à son enregistrement comme organisation à but non lucratif. Des représentants régionaux ont été aussi nommés.
Depuis, le CVEN-RECV s’est appliqué à consolider son organisation et établir les contacts avec des partenaires potentiels.
Des contacts ont en effet été établis avec un certain nombre d’institutions vietnamiennes et les suivantes ont agréé d’être les partenaires du CVEN-RECV :

Du côté canadien, un partenariat a été conclu avec American Dye Source, une compagnie basée à la Baie d’Urfée, Québec. Cette compagnie a généreusement parrainé quelques uns de nos travaux courants, incluant l’assistance d’un avocat (Me. Harvey Matte) dans la finalisation de nos statuts et de nos règlements ainsi que l’incorporation de notre Réseau comme organisme à but non lucratif.
Une demande de subvention a été soumise à la Commission de Coopération Québec-Vietnam afin d’obtenir de l’aide pour démarrer nos activités. Les résultats de ce concours vont être annoncés en janvier 2009.
Les partenaires vont travailler avec le CVEN-RECV afin de définir les postes de travail et les projets de collaboration dans les deux prochaines années, et un colloque sur la collaboration canado-vietnamienne va être organisé en 2009 au Vietnam (probablement en novembre ou décembre 2009 : les intéressés sont priés de nous contacter).
Dans les prochains mois (novembre et décembre 2008), je serai au Vietnam afin de discuter des postes à créer avec les partenaires vietnamiens afin de les annoncer aux membres et collaborateurs de notre Réseau ainsi que les diffuser sur notre site web :
